BIOGRAPHY

William J. Capers, III, is an accomplished transportation planning professional and educator with decades of experience in urban planning, transportation safety, and transportation infrastructure development. He is an Adjunct Faculty member in the Urban and Regional Studies and Planning Program at the L. Douglas Wilder School of Government and Public Affairs at Virginia Commonwealth University, where he teaches graduate-level courses in Transportation Planning and Policy.

Mr. Capers holds a Master of Urban and Regional Planning from Virginia Tech and a Bachelor of Science from Virginia Commonwealth University. He is a certified Professional Transportation Planner (PTP) and has contributed to several national publications and technical briefs. Throughout his career, Mr. Capers has held leadership roles in public agencies and private consulting firms and has worked in municipalities and jurisdictions across the Commonwealth and in the Mid-Atlantic United States. His work has focused on transportation safety planning, multimodal corridor studies, development review, and strategic infrastructure investment. He is actively involved in professional organizations, including the Institute of Transportation Engineers (ITE), where he serves as Vice Chair of the Planning Council, and is a member of the American Planning Association.

Mr. Capers brings a practitioner’s perspective to the classroom, integrating real-world case studies, active learning strategies, and policy analysis to prepare students for impactful careers in transportation and urban planning.
