ACOMPLISHMENTS

Mr. Klinker has been a professional geographer for over 40 years. As a staff consultant for the US Department of Energy he helped create the first Geographic Information Systems (GIS) for the Petroleum Supply Division offices of Energy Emergencies and Strategic Petroleum Reserve. The Energy Emergency Management System (EEMS) GIS incorporated transportation, hydrologic, meteorologic, geologic, and land use data layers to model the interaction between national strategic energy facilities. These facilities and systems included petroleum pipelines, barge traffic, refineries, refined products terminals and natural gas processing plants.

During his 30-year Virginia Department of Transportation (VDOT) career Mr. Klinker managed and coordinated GIS data acquisition from VDOT divisions, and other state, federal and local sources and technical aspects of the statewide centerline development and maintenance project. In addition, as GIS and Cartography manager, he managed and created the first digital Official State and County Map of Virginia. He also managed the project that created the first network level GIS for the Commonwealth of Virginia.
