ACCOMPLISHMENTS
Dr. Fox is a semi-retired law enforcement officer/professor. He is an educator/trainer/consultant for his company, called Fox - Public Safety: Training, Educating, and Consulting, LLC. Prior to this endeavor, he was an Assistant Professor and Chair for Bluefield College Adult Degree completion program for Public Safety, which included Criminal Justice and Homeland Security & Emergency Management. Before he retired from state service, he coordinated and taught courses for the Virginia Commonwealth University Homeland Security and Emergency Preparedness program and the Criminal Justice program at New College Institute in Martinsville, VA. He served as an Associate Dean of Public Safety Programs for Central Piedmont Community College. He is the Homeland Security master’s degree Program Director for large private University.
He served for 27 years in the field of criminal justice, 21 of which were with the Virginia State Police. He began my law enforcement career as a military policeman in the U. S. Army and served as a town police officer, trooper, sergeant, first sergeant, and lieutenant. He served as a field lieutenant with the state police, where he commanded over 240 sworn and civilian employees. He also served as the assistant training officer, where he managed the daily operations of the training academy. He also served as the statewide incident management program manager for the VA Department of Transportation in the operations and security division.
He is a graduate of the Southern Police Institute Administrative Officers Course and the Virginia Commonwealth Management Institute. He completed the following training courses: Virginia State Police Basic Academy, Rappahannock Regional Criminal Justice Academy, and Military Police School.
He spent 20 years instructing at various criminal justice academies in a plethora of criminal justice and leadership courses. He was a Fellow (member) of the American College of Forensic Examiners Institute, where he held a Level 4 Homeland Security Certification. He completed the Federal Emergency Management Agency Professional Development Courses and was certified through the Virginia Department of Emergency Management as a trainer for incident command system training courses. As a practitioner, he was involved in the response and management of all types of events, such as major disasters including floods, hurricanes, snow/ice storms, and the largest traffic crash in Virginia history. He also managed and responded to civil unrests, protests, a sniper attack, dignitary protection, special event planning, and many major crimes. He has investigated every type of crime imaginable.
He has been teaching at various colleges and universities since 2001. Overall, he has taught well over 1100 criminal justice and homeland security/emergency preparedness classes, which included over 30,000 classroom hours. He taught over 85 criminal justice topics in police academies, which included over 4,000 hours of classroom instruction. He has served on over 40 boards or committees relating to criminal justice, homeland security, or training issues. As a consultant, he has written, built, and rebuilt many criminal justice and homeland security/emergency management courses. He has written policies and procedures for the Department of Criminal Justice Services in Virginia and for the VA Center for Policing Innovation.
