BIOGRAPHY
Heather E. Millar, Ph.D., MBA, has over 20 years of experience in higher education leadership with extensive knowledge of post-secondary education, and nonprofit management. She brings a unique blend of academic rigor, strategic insight and practical experience. With a PhD in Public Policy and Administration and a research portfolio focused on higher education trends, policy and macro-level system analysis, Dr. Millar brings extensive expertise in higher education, workforce development, alternative credentials, and strategic planning. Her experience spans both state and university levels, positioning her as a trusted advisor and faculty member in navigating the complexities of modern academia, policy, and workforce development.
She has served as a consultant for higher education institutions and has been involved with several strategic planning efforts at the state and organizational level. Dr. Millar currently serves as adjunct faculty at the VCU Wilder School and at Randolph-Macon College. She is also the President of Millar Institute. Dr. Millar received her undergraduate degree from Randolph-Macon College, holds an MBA degree from Virginia Commonwealth University and earned her Ph.D. from the Wilder School.
